How come water can't put it out.

Water puts out fire by cooling the fuel (a little help), but mostly by physically separating the fuel from the other 2 elements with that film of water so the air and heat can't cause combustion.

With burning gas, you might get 'some' cooling effect from the water, but since the fuel is a gas, water has no chance to coat the fuel with a protective film separating the heat and oxygen from the fuel.</p>
