<p><i>Answer by Mark M</i><br/>The US had a treaty with Spain for the navigation of the Mississippi river and use of the port of New Orleans. The French were totally different. 15 years before there was the XYZ affair and a undeclared war.
There was also the British in Florida, who were also looking to expand west to New Orleans.
As part of this deal, France was also trying to reconquer Haiti and it's rich sugar plantations. A French army of 12,000 was sent, and virtually wiped out by disease and a hurricane. Leaving the French with no troops to defend New Orleans against the British or the Americans. So Napoleon sold a territory that he knew he could not keep for cash money.</p>
