<p><i>Answer by Akkurat</i><br/>There are regulations on max class size. For grade 1 to 7 the maximum size is 28, while it's max 30 for grade 8 to 10. If the class is split in two grades the max is 24, if it's split in 3 grades the max is 18 and if there are four grades in the same class the max is 12 pupils. The split classes is only relevant for small schools, and it's to be avoided if at all possible. For higher secondary schooling (grade 11-13, High School) the max class size is 30 pupils in the academic schools. For vocational schooling it's 15 pupils.

For actual data I would refer you to the OECD report on education (link below). According to Indicator D2 (table), in Norway the average class size for primary schooling (grades 1-7) is 19.3 pupils, and for lower secondary schooling (grades 8-10) it's 22.8 pupils.

It's not that easy to get figures for higher secondary schooling (high school), since the Norwegian system is quite diverse at that level. Pupils can choose to go to standard university preparing school, that is similar to i.e. American HS, or they can go to a mercantile HS that gives a good grounding for low level office jobs or further education in economics. Finally they can go to vocational school to learn a trade, with lots of practical work and most often an apprenticeship at the end.</p>
