IF i get a temporary residence study permit in France, can i act like a normal EU resident.

Like can i travel to UK which is not a Schengen country.

Look up the UK's visa requirements for citizens of your country. UK does not give a rat's butt what your status is in France or elsewhere - unless you violate those requirements, in which case, they won't take people who violate others' laws/regulations.</p>
