The top 10 worst polluters are all non-industrialized Second or Third World nations, nations which rely on industrialized First World nations to produce stuff they use every day
Higher energy costs here will result in reduced production of stuff we produce for Second and Third World nations. Russia, India and China, the worse polluters on the planet, will step in to make up the difference. The result? More pollution than before.

Using energy intensity as a measure, the U.S. is using slightly more than 9,000 BTUs per dollar of GDP. The top 10 countries use 7,500 BTUs or less. China uses 35,000 BTUs per dollar of GDP. Former Soviet countries, Russia, Kazakhstan, Uzbekistan and Ukraine are the worst. Ukraine uses 138,000 BTUs of energy for every dollar of GDP–roughly 30 times the level of consumption in Japan.
