I have a 1997 Ford F-250 and I planned on taking it to Colombia with me. But I hear rumors that it has to have 0 miles on it so if its that case can i put a motor that has 0 mileage on it and take it there. Thanks.

I think you just hear a rumor. Not even a brand new car from 2010 has zero miles on it. They all arrive with 5, 10, 20 miles on them.

In 1973, I knew a scientist that shipped his pickup truck from Miami to Columbia. I saw the truck, and it was not perfect. It had several thousand miles on it.
