Why is Chile more organized and successful in responding to disasters?

Chile seems more organized, successful and have the technology and expertise at rescue operation in disasters, compared to America's latest response to the gulf oil disaster (which has been continuing for months), virginia mining disasters that were unsuccessful, and hurricane Katrina etc.

You getta give credit to Chile government or to the organization/company that is responsible for this rescue, they beat the deadline, they have the expertise, the technology, they thought about every thing, etc.
