<p><i>Answer by moravianhawk</i><br/>England had abundance of capital and coal, which in France was only at the north, and France had much larger agricultural sector than England. England also experienced revolution before the France, which provided more flexibility for economic development than continental Europe where feudal bonds stayed strong till the end of the 18th century. France has still significant number of people that were to certain degree bound to the feudal landlord and were forced to work for him. This system did not allow creation of industrial class, where laborers could go to cities and seek for job, and the labor market was deformed in France till Revolution of 1789. England also had more capital than France, where significant wealth and land holding was owned by Catholic Church, which sucked up significant revenues from the economy. Besides tithe, they also owned large tract of land and economy. France was able to achieve industrial revolution after 1789, third after England and United Netherlands, which is directly tied up to the amount of capital needed for development.</p>
