How do I bring my husband from Greece to America?

My sisters and her husband initially got married in Albania and she would like to bring him here. She is a citizen of the United States but she has no taxes and she lives with her family. What does she require to bring him here?
This is a serious question and helpful answers are very much appreciated. No d*ckish commnts like the first one please.
If I live with my parents and don't have proven income, can I show my parents income as proof to bring my husband here?
