Answer by cvoxmaris
if you are in kuwait you can do it from any police station, If you are outside kuwait you need to go to the Kuwait embassy.

The Embassy of the State of Kuwait advices that the following

documents are required for the processing of the Kuwaiti Police Clearance Certificate (P.C.C):

1. Request letter

2. Original Finger Print Report from your country of origin
attested by Department of Foreign Affairs & Trade (DFAT)
[Finger Prints Report can be obtained at any local Police
Station and the attestation of the report can be done at
DFAT branch

3. Copy of the Passport

4. Copy of the Kuwaiti Residence (if available)

5. Two (2) passport size photographs

6. Money Order of .................. addressed to the Embassy

7. Self Addressed Pre-paid Envelope

Once the documents are received, the P.C.C will be under process
right away and once the P.C.C is received from the Kuwaiti
government, you will be sent the original P.C.C immediately.

Please note that the processing of the P.C.C can take between 10 -12 weeks.

By Law any Kuwaiti embassy should provide you with this service, if you have the proper documents.
call the embassy again and they should be more helpful.
