I've heard that while the rest of mainland China is under strict rule and control, Hong Kong is pretty liberal. How is it so, if it is so?

<p><i>Answer by Texperson</i><br/>Hong Kong was a British property until very recently. They operate under a non communist doctrine along the lines of American and British rules. China lets them operate pretty independently as it brings so much money into their country now that Hong Kong has been returned to them by the British.</p>
