How should I go about finding a job as a professor of flute in Southern California?

My father-in-law immigrated from Albania, has his Masters in Flute )and has over 20 years of teaching/performance experience) and needs to find a position in Southern California. Any full or part-time position would be welcomed. I just don't know what avenue would be best to find such a position and would appreciate any advice.
Albania best answer:

The next step would probably be to determine whether or not your father's educational background will transfer to that University. If it doesn't, he made need to take additional coursework here in the US prior to him finding employment in a university setting.
