Why there exist so much poverty in the rural areas of Africa and yet our leaders embezled state funds?

The situation is a call for concern as it is persistent as they continue to receive billions from the West, finances meant to solve rural poverty and yet, it ends up in the hands of few government officials who are the hindrance to meaningful development. And what worries me most is that, these leaders end up not paying these money even when they are guilty and arrested. This is the situation which prevail in my country - Cameroon. Thanks
