<h3>Why do third world nations keep reproducing so rapidly?</h3>

I really don't understand this? I know that countries like africa and india and china are some of the world's nations that have the biggest problems with poverty, and hunger and other basic needs. What I don't understand is why nations like these continue to reproduce as if they have no problem? I know china has the one child policy, which is at least a start, but countries like africa or india just keep becoming an ongoing problem with this kind of issue, but don't seem to be changing or even trying to, why not?
