Uh... I guess only Jan has heard of China's Civil War, which has never been concluded. There ARE two China's: the original signatory to the UN Charter, the Republic of China (on Taiwan, and still very much alive and kicking), and the Mainland Chinese called the People's Republic of China, who have a seat but refuse to sign the UN Charter. Why has the more cooperative of the two Chinas had its seat denied?

Russia got the seat on the Security Council at the demise of the Soviet Union. Note that there are seats for Ukraine, Belarus, Azerbajian, Uzbekistan, Kyrgystan, Kazhakstan, Latvia, Lithuania, and other former members of the USSR.
