from 1945-1991, albania was under the harshest communist dictatorship in europe (makes north korea look extremely free and independent) and in 1991 the iron curtain finally fell, so many people had the chance to leave.

in 1997, there was a civil war and basically no government. it took a while to restore, which is why albania was so poor during 1997-2000. also, 400,000+ refugees from kosovo seeking safety in albania certainly didn't help</p>
