<h3>How does Ebay work, if I'm from Croatia?</h3>

I'd like to buy silicon mask for me cell (Nokia E71) and nobody here in Croatia seems to be selling it. So, I want to buy some over the internet, to be specific, over Ebay.
Since I am in Croatia, I'm just wondering, is it possible to buy it from here? And how?
Also, is there any way I know I'm not paying for something, I wont get or so.
