Do countries need foreign aid to develop?

Do countries need foreign aid to develop?

By foreign aid, I mean obviously donations NOT trade agreements and arrangements.

Didn't South Korea, Japan, Argentina, Angola, Turkey, South Africa, Taiwan, and Nigeria receive very little to no foreign aid and still developed.
I don't mean aid from investing companies either...I mean taxpayer funded aid. Surely development just depends on having a competent government and good economic policies. Do rich countries (which currently have appalingly big debts) still need to fund foreign aid programmes?

Angola best answer:

Answer by NaturesDoctor
Japan and S Korea received, billions after the wars, Taiwan received and may receive some US aid, especially during the time the US opposed Red China, the others with the exception of Turkey have natural resources and receive aid from companies willing to invest into the countries.
